So in a nutshell, if a lager population of both new and existing Steemians could refrain from selling too much STEEM to the exchanges, focused more on "powering up" there accounts often and engaging in delegating more to various Dapps, we would be creating a kind of scarcity which in turn might increase price?

That is exactly it. It is easier to do these days than a year ago. There are more dapps now which weren't around and the users here today are mainly long term thinkers.The users that powered down and left with the last bull run will most likely return again shortly but this is a different place today and it won't be so easy for them.
